In Kentucky your home is assessed every year at what it would sell for, and your first step is a required conference with your county Property Valuation Administrator. That conference happens during the tax roll inspection period, which opens the first Monday in May and runs thirteen days, closing the third Monday in May. Many disagreements end there: if you and the PVA agree on a value, nothing further is needed and your fall tax bill uses the agreed value. If you do not agree, you file an appeal with the local board of assessment appeals using a form from your county clerk, with the document proving you held the conference attached. Because Kentucky assesses at full value every year, an appeal is worth it when your assessment is higher than what your home would sell for, or when the record has an error.
