HOW KENTUCKY APPEALS WORK
THE SHORT VERSION

Kentucky assesses at full value every year. You must hold a conference with your county PVA during the inspection period, which opens the first Monday in May and closes the third Monday in May, before you can appeal to the local board of assessment appeals.

WHEN AN APPEAL MAKES SENSE
  • Your assessment is higher than what your home would actually sell for.
  • The record has an error in your home's size, condition, or features.
  • You hold your PVA conference before the inspection period closes on the third Monday in May.
WHEN IT USUALLY WILL NOT
  • Your assessment already matches what your home would sell for. The review looks at your value, not your tax rate.
  • You skip the PVA conference. It is required first, and the board needs proof you held it.

Read the full explanation

In Kentucky your home is assessed every year at what it would sell for, and your first step is a required conference with your county Property Valuation Administrator. That conference happens during the tax roll inspection period, which opens the first Monday in May and runs thirteen days, closing the third Monday in May. Many disagreements end there: if you and the PVA agree on a value, nothing further is needed and your fall tax bill uses the agreed value. If you do not agree, you file an appeal with the local board of assessment appeals using a form from your county clerk, with the document proving you held the conference attached. Because Kentucky assesses at full value every year, an appeal is worth it when your assessment is higher than what your home would sell for, or when the record has an error. Kentucky does not publish a set number of days to file after the conference, so treat the close of the inspection period as your date to act. This is general information, not tax advice.
