HOW VERMONT APPEALS WORK
THE SHORT VERSION

Vermont towns, not counties, assess property. You appeal in writing to the town's board of civil authority within 14 days of notice; windows vary by town size.

WHEN AN APPEAL MAKES SENSE
  • Recent comparable sales show your value is too high.
  • The property record has an error.
  • You appeal within 14 days after the date of notice.
WHEN IT USUALLY WILL NOT
  • Your assessment already reflects fair market value.
  • You miss your town’s grievance window.

In Vermont, your town's listers set your property's value, and if you disagree with their decision, you appeal in writing to the town's board of civil authority within 14 days after the date of notice. Grievance windows vary by town size, typically 30 days for towns under 5,000 people and 50 days for larger towns, so there is no single statewide date. If you disagree with the board's decision, you can take a further appeal to the Director of the Division of Property Valuation and Review or to Superior Court within 30 days after the board's decision. An appeal helps when recent comparable sales show your value is too high or the record has an error. It usually will not help if your assessment already reflects fair market value and you are only unhappy with your tax bill. This is general information, not tax advice.
