In Ohio, your county auditor sets your home's market value and assesses it at 35 percent of that value, reappraising on a six year cycle with an update in the third year. You appeal the value, not your tax bill, by filing a complaint with the county board of revision between January 1 and March 31 for the prior tax year. Filing is free. An appeal helps when recent sales or an appraisal show your value is too high. It usually will not help just because your bill went up, since local voted levies set the tax rate, not the auditor.
