In Iowa, your assessor sets your home's assessed value at what it would sell for, and you protest that value to your local board of review between April 2 and April 30. After the assessed value is set, the state applies a residential rollback that decides how much of it is actually taxed. The rollback limits how fast the total taxable value of all Iowa homes grows statewide, not how fast your own home's value grows, so it does not blunt an appeal. Your assessed value is the starting point the rollback is applied to, which means winning a protest still lowers your bill. An appeal makes sense when your assessed value is higher than what your home would sell for, or when the record has an error.
