HOW HAWAII APPEALS WORK
THE SHORT VERSION

Hawaii's counties run separate appeals, and a 3 percent homeowner cap in Hawaii County makes the state comp-unsafe.

WHEN AN APPEAL MAKES SENSE
  • The county's market value or property record is wrong.
  • The appealable value can fall below any capped taxable value.
WHEN IT OFTEN WILL NOT
  • A growth cap already holds taxable value below market.
  • You miss your county's deadline or required deposit.

Read the full explanation

Hawaii's four counties administer real property assessment appeals, so the deadline, fee, and filing office depend on the island. County values are generally tied to fee simple market value, but Hawaii County's Homeowner class can limit annual assessment growth to 3 percent. That cap can leave taxable value below market, so an appeal often will not lower the bill unless the appealable value can fall below the capped value or another assessment error applies. This is general information, not tax advice.
