Hawaii's four counties administer real property assessment appeals, so the deadline, fee, and filing office depend on the island. County values are generally tied to fee simple market value, but Hawaii County's Homeowner class can limit annual assessment growth to 3 percent. That cap can leave taxable value below market, so an appeal often will not lower the bill unless the appealable value can fall below the capped value or another assessment error applies.
