In Connecticut your town or city assesses your home, not the county, and your appeal goes to your local Board of Assessment Appeals. Connecticut does not tax the full value of your home: it assesses at 70 percent of what the property is actually worth, so the number on your notice should be about seven tenths of what your home would sell for. That is the comparison that matters, and it is the one most people get wrong. You file a written appeal on or before February 20, and towns revalue on a five year cycle, so a revaluation year is the natural time to check. An appeal makes sense when your assessment works out to more than 70 percent of what your home would sell for, or when the record has an error. It will not help when your assessment already lines up with the market and you simply disagree with the mill rate. This is general information, not tax advice.
